Why does victim blaming take place? First and foremost, the vulnerability of the victim is mistakenly considered the cause that invited/incited the perpetrator(s). Actually, the wrong-doing is the perpetrator's decision, and does not have anything to do with victim's so-called bidding, direct and/or indirect.
An example can be a girl saying "no" to somebody's romantic interest in her. All sorts of justifications of the perpetrator(s) harassing her would be extended. She is "proudy"! She needs to be taught a lesson. She is shy. Such has been the Bollywood narrative for ages. Her open 'no' is a hidden 'yes'!
Actually, the problem is with the perpetrator who has some societal, psychological, familial or physiological problem, or a combo of these causes. As a cover up, stories get cooked up most sadistically.
